Did Brigham Young say, "I have never yet preached a sermon and sent it out to the children of men, that they may not call Scripture."
Yes, but I don't believe he was claiming that all of the sermons he ever taught were directly revealed to him by the Lord. This particular quote is in the context of preaching what a blessing it is to have continual revelation to the Lord's people.
It's from Journal of Discourses, Vol.13, p.95, Brigham Young, January 2, 1870:
"Well, brethren and sisters, try and be Saints. I will try; I have tried many years to live according to the law which the Lord reveals unto me. I know just as well what to teach this people and just what to say to them and what to do in order to bring them into the celestial kingdom, as I know the road to my office. It is just as plain and easy. The Lord is in our midst. He teaches the people continually. I have never yet preached a sermon and sent it out to the children of men, that they may not call Scripture. Let me have the privilege of correcting a sermon, and it is as good Scripture as they deserve. The people have the oracles of God continually. In the days of Joseph, revelation was given and written, and the people were driven from city to city and place to place, until we were led into these mountains. Let this go to the people with "Thus saith the Lord," and if they do not obey it, you will see the chastening hand of the Lord upon them. But if they are plead with, and led along like children, we may come to understand the will of the Lord and He may preserve us as we desire. Let us, then, you and me and all who profess to be Latter-day Saints, try to be Saints indeed. God bless you, Amen."
I read the most important line to be that last one, "let... you and me... try to be Saints indeed". The line about Young's teachings being scripture is there to affirm that Young's teachings are enough to lead the LDS into true sainthood. Which I believe they were.
In all likelihood, BY meant it in the context of D&C Section 68:
"And whatsoever they shall speak when moved upon by the Holy Ghost shall be scripture, shall be the will of the Lord, shall be the mind of the Lord, shall be the word of the Lord, shall be the voice of the Lord, and the power of God, unto salvation"
Anyway, anti-Mormons often use this quote by Young to indicate how "brain-washed" Mormons are, that their leaders expect them to follow blindly. Actually, he taught the opposite-- that each member should receive personal revaltion from the Holy Spirit telling them that the leader's teachings are true.
For example, in Discourses of Brigham Young, p.38, it says:
"How do we know that prophets wrote the word of the Lord? By revelation. How do we know that Joseph Smith was called of God to establish his Kingdom upon the earth? By revelation. How do we know that the leaders of this people teach the truth? By revelation... Without revelation direct from heaven, it is impossible for any person to understand fully the plan of salvation. We often hear it said that the living oracles must be in the Church, in order that the Kingdom of God may be established and prosper on the earth. I will give another version of this sentiment. I say that the living oracles of God, or the Spirit of revelation must be in each and every individual, to know the plan of salvation and keep in the path that leads them to the presence of God."
To apply this to present-day context, I certainly do not believe one can disregard any statement by the prophet (President Hinckley) that one chooses. Nevertheless, I also believe that the prophet does on occasion (even in General Conference) make statements that are his own opinion and not divinely revealed.
